  1. OVERVIEW

The purpose of this policy is to provide staff and members of the public a working knowledge of how the Division of Child Support Services (DCSS) allocates payments received which were not paid via income withholding order (IWO). This includes support payments made by obligors with multiple cases, arrears payments made by obligors with multiple cases, and payments not identified as to case or obligee.

  1. APPLICABILITY

This policy applies to all Arizona IV-D program staff performing Title IV-D services.

  1. POLICY
  1. The DCSS shall use established procedures to proportionately allocate payments that meet specific criteria for each type of payment.
  1. CRITERIA
  1. The DCSS receives a support payment not paid via an IWO, and not designated by a case number or a court order number.
  2. The DCSS receives a support payment not paid via an IWO, and the support payment does not satisfy the total current support owed for multiple obligees.
  3. The DCSS receives a payment not paid via an IWO, and the payment does not satisfy the total arrears or past support owed for multiple obligees.
  4. The DCSS receives monies from a federal income tax refund offset that does not satisfy the total arrears owed for multiple obligees.

If at least one of the above criteria are met, the procedures supported by this policy are required to properly allocate the payment.

This policy is supported by staff procedures, which identify how action related to this policy will be conducted, including responsibilities, time frames, and required actions.
